Mission Statement

 It is our aim to bring out the joy that the game of soccer can provide our youth by offering our players the highest level of competition available in the state of Washington, fueling their passion, challenging them to grow, teaching them to persevere, and recognizing their strengths in contributing to those around them.

Introduction

 

About The Sun City Strikers

The Sun City Strikers (SCS) is part of the WSYSA District VI.  SCS is the competitive club of the Yakima Youth Soccer Association (YYSA) for ages U11-U18.  As members of the Washington State Youth Soccer Association (WSYSA), SCS participates in the Regional Club League (RCL).  SCS is a non-profit organization committed to player development and providing the highest level of training and competition for players.

The following information is intended to help explain the policies and procedures of the club as well as list the expectations of those involved.  The policies in this manual may be changed at the discretion of the Sun City Strikers Executive Committee & YYSA Board at any time.

Organization

Director of Coaching

The Sun City Strikers organization has a Director of Coaching (DOC).

The DOC

  • must hold the equivalent of a “B” license or higher
  • must have an appropriate knowledge base of the WSYSA and youth soccer in general
  • is a financially compensated position
  • will be hired by the YYSA Board of Directors & SCS Executive Committee
  • will hire all other SCS coaches
  • reports quarterly to the YYSA general board

 

The period of hire for the DOC is one year, followed by annual extensions.

 

Executive Committee

The Executive Committee consists of

  • SCS Director of Coaching (hired for 1 year period beginning January)
  • SCS Chairperson (voluntary for 1 year period beginning January)
  • SCS Treasurer (voluntary for 1 year period beginning January)
  • SCS Secretary/Website Manager (voluntary for 1 year period beginning January)
  • SCS Fundraising (voluntary for 1 year period beginning January)
  • SCS Public Relations/Manager Liaison (voluntary for 1 year period beginning January)
  • SCS YYSA Liaison member who is a YYSA General Board Member (voluntary for 1 year period beginning January)                                     

After being nominated, the YYSA Board approves the Executive Committee.  The Executive Committee then votes on and approves the Chairperson, Treasurer, Secretary/Website Manager, Manager Liaison/PR & Fundraiser Chairperson annually.  The YYSA Liaison is appointed and approved by the YYSA Board.  If a committee position becomes vacant during the year, the remaining members, along with the YYSA Board, will appoint someone to fill the position.  The Executive Committee reserves the right to remove, at any time, any member not performing at the expected level or in the best interest of the entire club.  Anyone wanting to fill one of the above positions must give notice by the beginning of November so they can be considered for the position.  All nominated persons are voted on and approved in December by the YYSA Board of Directors.

 

Sun City Strikers League Participation

Regional Club League (RCL)

Participation in this league is by invitation onlyand comprises of 20 WSYSA clubs.  Inclusion in this league is dependent upon appropriate player, team, and club development.  An entire club can be removed from this league by not adhering to their ethical policies.  It is expected that each club provide quality teams and appropriate player development at every age level of the RCL. The purpose of this league is to provide competition and team placement where the emphasis isn’t winning but where each game should theoretically be decided by a single goal. Games are played statewide.  Players participating in this premier league will be placed through a try-out process.

 

Process of becoming a RCL Club

The Regional Club charter is a commitment between Washington Youth Soccer, a member Association, and a chartered Regional Club to work together to serve the highest level of development and play, and improve the quality of development across the association.  Once this charter has been assigned, it can only be removed by Washington Youth Soccer, only with documented cause processed through the Regional Club subcommittee, and only after all avenues for resolving conflicts or performance issues have been exhausted.

 

The Regional Club Charter program (RCL), introduced by Washington Youth Soccer, establishes standards for clubs serving the regional level players and coaches, and better enables the introduction of coach and player development programs. Combined with the Regional Club Subcommittee, it also creates a community that works together to drive the innovation of our game.  The following guidelines must be met in order to be a part of the Regional Club Charter Program:

  • There will be no more than one Regional Club per Association (with one exception from the grandfathered PDL clubs).
  • To qualify for a new Regional Club, an association must have greater than 4000 registered players, or be geographically isolated (greater than 60 miles from any neighboring Regional Club).
  • The application process is used to evaluate the club on three dimensions; organizational, technical, and performance.
  • The performance threshold is based on points garnered by the club during state cups; the minimum requirement is 25.                                                
  • The application process is open year round; however, final approval may be delayed pending state cup competitions if a club doesn’t have a competitive history, or has not yet achieved the minimum requirement of 25 points.
  • Following review of the application materials, the process will include an interview with organizational and technical leadership.

Premier Teams

All teams will be considered Premier teams.  Monthly coaching fees are required and play in the State Cup at the end of the league season is mandatory. The coach’s travel expenses are to be reimbursed accordingly.

 

Player Placement

RCL League

  • All players will attend try-outs or a supplemental evaluation to be placed on a team.
  • The number of teams formed will depend upon the number of qualified players and coaches.
  • Placement will be at the discretion of the coaching staff and specific team placement is not to be requested
  • Placement on a RCL team is a one-year commitment. Players will have to attend try-outs or a supplemental evaluation each year
  • Players U11/U12 who are not selected for RCL team placement will be placed back on a recreational team roster.

Transfers
The parent of a child can initiate a player’s transfer.   

If a player wishes to transfer to another team, the following conditions must be met

  • The request must be in writing
  • The coach of the current team must be notified of the transfer request
  • The coach of the requested team must agree to the transfer
  • In order to keep teams viable, the current team of the player who is requesting the transfer must have 14 (12 at the U-11 age group) participating players remaining for the current or upcoming season.                                              
  • The team must abide by all transfers rules established by the WSYSA       
  • Club and team financial obligations must be fulfilled prior to the transfer
  • All transfers must receive final approval by the DOC before being submitted to the club registrar

 

Removal of a Player

The DOC can give permission to the registrar to remove a player in order to allow the position to be filled by another player.  This may be due to the lack of participation, team/parent/coach altercations or not fulfilling their financial obligations.  This will be done according to WSYSA regulations through an administrative hearing.

 

Playing Up

In order to meet the development of an exceptional individual player, players can be eligible to play on the team of an older age division through various options.

 

Try-outs

  • A player can attend the try-out of a team 1 year above their own age group.  Any other “play-up” requests must be directed in writing to the SCS DOC prior to try-outs.
  • At try-outs, the player must rank among the top 18 players for U-12-U-18 & the top 14 players for U-11.
  • The player’s parents must agree to the placement.
  • The player must be accepted by the coach of the “play up” team

 

Parent Request

  • A parent can submit a written request for their child to play in an older age division.
  • An evaluation, to be set up by the DOC, will be used to help determine the best placement for the player.
  • All coaches involved with the player need to be involved in the decision.

 

Coach Request

  • A coach can notify the DOC of a player who may benefit from placement in an older age division.
  • Approval from the player’s parents to continue the process is necessary.
  • An evaluation, to be set up by the DOC, to determine the best placement for the player in question will be done.  The overall interest of the club will also be part of the final decision making process.
  • All coaches involved with the player need to be a part of the decision.

 

Supplemental Try-outs

Supplemental try-outs are held for various reasons.  The SCS DOC may grant a player a supplemental try-out if the player has a documented injury, illness, or any other significant obligation that prevents the player from participating in the scheduled try-out process.  The SCS may also schedule a supplemental try-out if one or more players drop from a roster after team registration, and there is a need for more players in that particular age group.  Since we are unable to predict injuries or other factors that stop a

                                                                                                                                        

player from continuing on with a SCS team, a supplemental try-out can happen at any time.  The only time they are not allowed is after the roster-freeze dates implemented by WSYSA.

 

In the event a player is unavailable to make the scheduled try-out dates (i.e. injury, sickness, other circumstances) the player should notify the DOC via try-out registration form and provide documentation of the reason for absence (Doctor’s excuse, ER documentation, copy of airline tickets, etc) A supplemental try-out may be held at a later date as arranged by the DOC and the Head Coach.  Whenever possible, the player will be placed appropriately after a Head Coach and/or DOC has evaluated that player.  If capable of playing on the first team, the player will be put on that particular team.  In the event the player is absent from try-outs but supplies the necessary paperwork and documentation in a timely manner, a roster spot may be held, but is done so at the discretion of the DOC. 

                                                                                                                               

Please note supplemental try-outs are only possible if the team has an available roster position and if a try-out is missed.  There is no guarantee the SCS will be able to accommodate a supplemental try-out player.  It is always in the player’s best interest to attend all sessions of the appointed try-out dates.

 

Try-out Disclosure

DOC, coaches, and evaluators are not to be contacted by parents or potential players during the try-out process.  If they are, it will affect the overall try-out score of the player. 

 

Club Player Pass

The Club Player Pass is available to those playing in the RCL. The “player pass” is a temporary tool (i.e. 2-3 games) to help the coaching staff determine if another team placement would be more beneficial to a player’s development.

  • It can be used to allow an exceptional player move to an older age division for a short time to evaluate how they adapt to that level of play.
  • It can be used to allow a player who is challenged to determine if they would benefit from playing in a less competitive atmosphere, in the appropriate age division.
  • It can be used if a team has missing players and needs players for a game.  If a player is playing down from a higher level team, they may not play in the starting 11.

 

At the end of the trial period, the coaching staff is expected to finalize the move if it is determined that the new placement is appropriate.  Again, all coaches and the player’s parents need to be involved in the decision.

 

Players, who have been placed in an older age division, may be annually reviewed to determine if “playing up” is still the most beneficial for their development. 

The DOC will determine the extent of a player’s evaluation and all decisions made by the DOC regarding player placement will be final.  Final placement will be at the discretion of the DOC who will also take into account the best interests of the entire club.                                                                                                                         

 

League Seasons

League seasons typically follow the current schedule, but can be subject to unpredictable conflicts that may arise (weather, injuries, etc).   Teams will be required to have some flexibility and expect some games to be rescheduled during the season.  In most cases, however, the U-11 to U-14 age groups are played on Saturdays and the U-15 to U-18 age group games are on Sundays.        

 

RCL Seasons

  • GU11-GU14 / BU11-BU14 RCL Leagues (20 – 30 games)
    • 12-16 games Fall Season September to December
    • 8-12 games Spring Season January to March
  • GU15-GU18 RCL Leagues (10-15 games) are January to March
  • BU15-BU18 RCL Leagues (10 -15 games) are September to December
  • Practice length
    • 1.5 to 2 hours
  • Practice hours
    • 3 p.m. to 9 p.m. (weather and daylight permitting)
    • Summer training hours may vary
  • Practice Location
    • Perry Soccer Complex unless limited space available
    • Reserving other training fields and Indoor facilities (winter) is the responsibility of the individual team. 

 

SCS Scheduler

All SCS games must be scheduled through the club scheduler who will

  • Assign games to available local fields
  • Coordinate with the local referee association so they can schedule referees

 

Fines

RCL Withdrawal Fines

Teams who withdraw from a RCL after their deadline will incur the current applicable fine.  This fine is to be paid by all team participants.

 

RCL Team Forfeit Fines

  • RCL teams who forfeit games are charged the current league amount.  This fine is to be paid by all team participants.
  • The second forfeit in a season a team will receive an additional fine and is removed from the league.

 

Player Withdrawal Fines

The SCS is not a larger scale club in terms of numbers so the repercussions of a player leaving a team can have a profound effect on a single age group.  Players who wish to withdraw from a team after participating in a single league match are subject to the loss of dues paid for registration.  In addition,  a player wishing to drop for the purpose of joining another club will be fined id=”mce_marker”50.00. 

                                                                                                                                       

    

Tournaments

All teams are financially responsible for tournament fees.  The club does not cover the cost of any tournament, but will provide referees for all necessary local games.

 

WSYSA State Cup Play

All RCL teams are required to play in the appropriate level of the WSYSA State Cup Tournament.

The 3 different levels of State Cup are:

  • Founders Cup (Developmental) U11-U18 RCL Teams
  • Challenge Cup – (Developmental) U11-U18 RCL Teams
  • Championship Cup – (Most Competitive) U12-U18 RCL Teams

Other Tournaments

All RCL teams are required to participate in summer tournaments.  Every team must participate in the Mid Summer Classic.  The DOC can grant exclusion from the Mid-Summer Classic if a team is invited to attend a more prestigious event.

Uniforms

All Sun City Striker teams will have the same kits, bags/backpacks, and warm-ups to demonstrate unity in the club.  In order to receive significant benefits, the

SCS enters into a contract with a vender to provide the best price, delivery, and service each year. Teams are required to purchase all kits, warm-ups, bags/backpacks, and coach’s shirts through this vender.

 

Kits

Each team is required to have every player in the approved kit.  Every player will have two jerseys, two shorts and two socks.  The colors for the kits are red jersey/red short/red sock, and white jersey/black short/white sock.  No other combinations are allowed.  Long sleeve jerseys in the same style are allowed for cold weather.  A third color in black will be allowed for long sleeves only. Numbers are not to be put on shorts, and individual names are not to be placed on jerseys.  In all training sessions players must also wear the issued practice tops of the SCS program.                                      (8)    

 

Warm-ups

Warm-ups are an optional item for teams and should be discussed among individual teams.  Replacement warm-ups may not be available for periods longer than a year due to the stipulations by the clothing industry.  Numbers may be placed on warm-up pants and names or numbers may be placed on the front of the jackets.  All customization must be done through our contracted local embroidery shop.

 

Bags/Backpacks

Bags and backpacks are an optional item for teams and should be discussed among individual teams. Specifics bags and backpacks have been chosen.  One team may wish to use backpacks to carry gear while another wishes to use an athletic bag.  Player’s numbers or the club logo may be placed on these items.  All customization must be done through our contracted local embroidery shop.                    

 

Sponsors

Sponsors are encouraged for all teams to help cover team expenses.

The following sponsorships are available

  • Kits (jersey/short/sock) – entirecost of the kits for all players
    • Includes 5×7 sponsor logo on the front of both game jerseys
  • Warm-ups – entirecost of the jacket/pants for all players
    • Includes 5×7 sponsor logo on back of the jacket
  • Bags/Backpack – entirecost of the bag/backpack for all players
    • Includes 5×7 sponsor logo on one side of the bag/backpack
  • General team sponsors – team may have sponsors who provide financial support at a lesser level. Banners may be displayed at games to demonstrate the support of those sponsors

 

The Executive Committee must approve all sponsorships before any customization can be done.

 
Club Participation

Field Day

It is expected that every team provide 10 participants to help rehabilitate the fields during Field Day. The better the fields, the less injury and more enjoyable the game

will be. One weekend a year, the association spends time fixing major problem areas

and we need the help of the entire organization. This usually occurs near the beginning of June.

 

Mid Summer Classic

The Mid Summer Classic is held on the last weekend of June.  Every team well help set up and take down the equipment needed for this event.  Each team will provide 3-5 individuals Thursday before the tournament through Sunday.  They will help with nets, flags, banners, and garbage pickup on an assigned field.  There will be a $200 fee/team for not completing their assignment.

                                                                                                                                        

 

Sun City Striker Fundraisers

All SCS teams will participate in club fundraisers.  These funds will go towards the SCS budget not covered through registration fees.  All teams will either participate in the fundraiser to help meet financial quota, or the team can provide the required financial equivalent.  Every team will contribute the same amount regardless of the league or number of games played.

 

Additional Fundraisers

The SCS Executive Committee and the YYSA know the financial burden playing across the state can bring, therefore, we will provide individual player fundraisers each year for the entire club.  In addition, we can help teams come up with ideas for individual team fundraisers to help cover expenses. 

 

Financial Guidelines

The Sun City Strikers program, as a part of the Yakima Youth Soccer Association, operates under the status as a qualified nonprofit amateur athletic organization under section 501(c) (3) of the Internal Revenue Code.  The club’s fiscal year runs from January 1st – December 31st.

 

The two levels of financial activity in the Sun City Strikers organization consist of the club level and the individual team level. 

The club account will pay all obligations associated with the general operations of the club, consisting of but not limited to, such things as coaches pay, coaching education, all expenditures related to the DOC, financial aid, referee’s, field maintenance, & fundraising.

 

Each team will maintain its own individual bank account.  Each SCS team account will be used for day to day expenses for their individual team. The authorized signers on the account will be the team treasurer and team manager.  Coaches will not be authorized signers on any account nor will they be asked or allowed to handle team monies.

 

Program Account Procedures – (SCS Committee Treasurer)

  • At the time of player evaluations, the SCS committee treasurer will collect from each player a $20 cash, non-refundable, evaluation fee.
  • A registration fee of id=”mce_marker”75, after player placement, will be due immediately to the YYSA office (no personal checks); these funds will be used for player registration, league fees, referees and field development. (This can be done on-line or in person)
  • The SCS committee treasurer will have a meeting for all team managers and treasurers after team formation to explain the program, team and individual account procedures. 
  • The SCS committee treasurer will aid in helping with any bank account formations necessary. Teams are encouraged to use our main bank (Banner Bank) but not required.
  • All coaches training and educational fees will be submitted to and paid for by the SCS committee treasurer.  No team is to pay their own coach for anything other than travel expenses.                                                                              
  • The SCS committee treasurer will prepare an annual projected budget for review by the SCS committee prior to the start of the year (January 1st ).  At the request of any team manager, this can be subject to review.
  • Monthly budget statements will be presented to the SCS committee for review of expenditures.
  • The SCS committee fundraising chair will be responsible for the collection and distribution of all fundraising monies.  Each team will appoint one representative to coordinate fundraising with the SCS treasurer.
  • At the end of the fiscal year, the SCS committee treasurer will do a year-end report and submit it to the board for review.

 

Team Account Procedures – (Team Treasurer)

The team accounts will consist of two separate levels of accounting; general ledger and individual accounts.  The general ledger will record all donations and sponsorship to the individual team. This account will be available for review at anytime by the SCS committee treasurer. The individual accounts will record separately, payments made from each player or monies raised from fundraising for coaches’ fees & travel, tournament expenses, uniforms, and any miscellaneous team purchases.

 

General Ledger – (team)

Team expenses will be divided equally amongst all players on the active roster; however, they are recorded as a team expense. These are as follows: (but not limited to)

  • Tournaments
  • First Aid Supplies
  • League placement fees (if applicable)
  • Fundraising expenses
  • Team fees
  • Team equipment
  • Team sponsorship
  • Fees incurred from league fines

Individual Account - (player)

  • Coaches travel
  • Coaching fees
  • Uniform purchase and or replacement
  • Individual sponsorship
  • Financial aid
  • Fundraising profits

 

Coaching Fees for RCL Teams

Coaches will be paid per month based on the following:                  

  • the number of active players on the roster
  • minus 2 (financial aid program for U12 & above)
  • minus 1 (financial aid program for U11)
  • multipliedby the coaches’ license fee                                                           
  • example – (17 players – 2 players) x $30 = $450/month                               

 

All coaches will be paid for a minimum of 14 players for U12 & above & 13 for U11, unless their roster size is under 14 for U12 & above & under 13 for U11.

  •   No License
  •  “E” License – $25
  •  “D” License – $30
  •  “C” License – $35
  •  “B” License – $40
  •  “A” License – $45                                                                                 

 

The coaches following expenses will be covered by the team: gas, hotel & food. Teams will pay for the coach’s hotel ahead of time from the team account.

  • .55 cents per mile for gas
  • id=”mce_marker”5 per day for food expenses (day trip)
  • $30 per day for food expenses (overnight trip)
  • Hotel expense divided evenly amongst all team players
  • Additional individual donations to the coach are allowed, but not required.  

 

After teams are formed & begin training, all Premier team head coaches will be paid monthly for their time.  This will continue until the end of the season or the end of their state tournament play.  Coaches are expected to train their teams approximately 2 sessions per week; some will choose to train more.  If teams elect to continue training after the season ends, coaching fees (based upon players who continue to train) will continue until those training sessions come to an end.

 

Coaches monthly dues are strictly for training players and do not guarantee playing time in games. 

 

Players will be sent/given a monthly statement of team fees payable by the 5th of each month.  The team treasurer will submit a check payable to the “Sun City Strikers” for coaching fees by the 10th of each month.  The SCS committee treasurer will pay coaches by the 15th of each month; a coach’s check will be held if payment by the team has not been submitted.

 

Assistant coaches, team managers, team treasurers or any persons helping with the organization of an individual team will do so unpaid.  No volunteer will have his or her player waived from any applicable fees.

 

No coach can waive a player’s fee without consulting the team manager and treasurer.  If agreed, they will notify the SCS committee treasurer and that coach will be paid for one less player (even if under 14 players).  A team can elect to “support” an individual player if the team can come to a unanimous vote to support that player with team fundraising or donations from sponsors.

Aid for coach’s fee is granted on an individual basis.  An application must be turned into the SCS committee treasurer and reviewed by the executive committee for approval.  Until written notice is sent to the player and team treasurer, no player is automatically granted aid, and fees must be kept current.  Financial aid is awarded on parental income, participation in the school lunch program or extenuating circumstances.  This can be applied for at anytime throughout the season but must be resubmitted annually for reconsideration due to possible financial changes.  Financial aid can be awarded from 25% up to 75% off of coaching fees only.  Any other team fees or individual fees incurred during the season will not be considered for financial aid.  Any player receiving financial aid is required to attend and participate in all scheduled fundraisers.  If they fail to fulfill this requirement they will lose their financial aid upon review by the SCS executive committee.   

                                                                                                                               

Any player falling behind on his team fees and obligations will be counseled by the team treasurer and given reasonable time (30 days) to bring his/her account current and manageable. If an acceptable arrangement cannot be made, the team manager, team treasurer and coach will meet with the player and parents. Playing time will be discussed and temporary suspension can occur if reasonable terms cannot be made. Coaches will back the team manager and or team treasurer in all financial decisions.

 

If need be, the SCS committee treasurer can intervene with any financial situations that a team cannot settle. A player will not be allowed to tryout for the next season until all past team financial obligations are met. Players are also not allowed to transfer to another club or team until these obligations are met.


Team Financial Reporting & Account Closures

Each team may be required to provide the SCS committee treasurer with information so the required forms can be submitted to the IRS and the State of Washington to

maintain our tax-exempt status.  All team account records will be available for review by the SCS committee treasurer at any time.

 

Reporting

At the end of the program’s fiscal year (December 31), each team may be asked to provide the SCS committee treasurer with the following information:

  • A statement of the team’s bank account at the beginning of the fiscal year (January 1)
  • A statement of the teams bank account at the end of the fiscal year (December 31)
  • A list of team expenses for the fiscal year separated into the following categories:
    • Fund-raising expenses
    • Coach travel
    • Coach payments
    • Tournament Fees
    • Miscellaneous

     

  • A list of all team income for the fiscal year separated into the following categories:
    • External contributions
    • Fund-raising
    • Player deposits
    • Bank interest – (if applicable)

At season end, a list of all outstanding player accounts must be given to the SCS treasurer previous to the next tryout dates.

 

Fines – Coaches/Managers

Teams will be financially responsible for the following and will be barred from registering the following year unless they are paid before year-end

  • Fines from the state for game forfeitures
  • Fundraising obligations
  • Local tournament entry fee’s                                                                  
  • Late fines
  • 4th Official due to unruly conduct of players or parents
  • Additional security at individual games

Additional fines to the Coach:

  • Mandatory Managers ($30) and Coaches Meetings ($50)
  • Failure to Lock-up goals ($20)
  • Team Fine ($25) for any coaching fee received after the 10th of each month
  • Teams mixing uniforms ($30)

 

Account Closure

The financial accounts for a team’s year-end may be closed when all of the following conditions have been met:

  • The team has been eliminated from State or Regional Cup play.
  • All of the expenses incurred by the team have been paid and signed off by the SCS Treasurer.
  • Team players have met all of their financial obligations to the team account.

 

Team individual account balances will be distributed as follows:

  • The previous team treasurer will transfer any positive account balances to the new team.
  • Players not returning or selected for another SCS team will receive any positive account balance after all fees and expenses were satisfied. (Not including donations & fundraising dollars)

 

If a SCS team is completely disbanding (players graduating from the program), all individual player accounts will be closed and returned to the player unless donated by a sponsor.  Donated or Fundraising dollars will be designated either to a sibling in the program, a player of the departing player’s choice, or the financial aid fund.  Any remaining team balance from fundraising or sponsorship must remain with the SCS organization.  SCS is a nonprofit group and no one team or person can profit from donations or fundraisers. This money can be designated to a SCS program of the            

                                                                                                                                      

team’s choice via donation towards player improvement and/or equipment that will benefit the entire program.                                                                                         

 
Coaches and Managers

Risk Management Application (RMA)

All coaches, managers, and treasurers must have their RMA approved and current. Any volunteer who is involved in any coaching, management, training, or financial aspect of an SCS team is required to have a current RMA. If a volunteer does not have or cannot pass their RMA, they are then unable to participate until the matter is resolved.

 

Concussion Compliance

All coaches shall be educated in the nature and risk of concussions prior to the first practice/competition. This education includes signs and symptoms of concussions.

24-Hour Rule

There is a 24-hour rule to help calm emotional situations and allow for rational discussion. If a player or parent has an issue with a coach, there should be a 24-hour period before discussing it with the coach. If the matter is not resolved, or the party feels that the DOC is required to be involved, there should also be a 24-hour period to allow emotions to be at a minimum during the discussion.

 
Playing Time

Play time is at the discretion of each coach. At this level, there is no required play time for players. If there are issues, it is recommended that the parent or player discuss it with their coach. If the matter is not resolved satisfactorily, they should discuss the matter with the DOC.

 

Coaching

Recognizing the critical role a coach plays in each player’s life makes it imperative each coach serves as the proper role model for their players.

 

Games and Practices

  • Be at all games and practices unless there is a valid reason for not attending, then arrange for an acceptable replacement, which will need to pass an RMA – game replacements will need to be placed on the roster and have a card.
  • Provide a minimum of two practice sessions per week, unless weather limits outside play and indoor facilities only allow one session per week.
  • Ensure that players wear the approved club uniforms (includes the correct kit combination) during any game where they are playing as an SCS team.
  • Develop players to the best of their abilities by planning and supervising practice sessions that will be instructive as well as fun.
  • Motivate and teach with positive reinforcement.                                         
  • Develop positive “life” qualities (i.e. discipline, teamwork, etc.) in players.

 

Expectations

  • Be a good steward for the YYSA and the Sun City Strikers.
  • Act in a professional manner at all times.
  • Maintain and control sideline behavior of themselves, players, and parents/spectators during games, with aid from the team manager.
  • Conduct themselves as a responsible adult when dealing with the players, both legally and ethically.
  • Notify the DOC/Board of incidents that may compromise the integrity of the team or club.
  • Never travel alone with a player.
  • Abide by the rules, policies, and procedures of the team and club.
  • Treat others with the respect they would expect in return – this includes: parents, refs, players, coaches and the YYSA volunteer staff
  • Do not make negative comments to any players, coaches, or parents.
  • Respect the game officials and their decisions.                                       
  • Take total responsibility for the actions of the players on the field.
  • Provide genuine cooperation to coaches in the SCS and all other clubs.
  • Do not use profane or vulgar language in the presence of players.
  • Do not use any tobacco or alcohol product during practice or games.
  • When traveling with the team, remain aware of the players’ activities and behavior – set travel rules and team schedules, with cooperation from the traveling parents.
  • Strive to attract the best caliber of athletes to the SCS.
  • Provide information about our club and promote it. 
  • Provide honest and truthful evaluation of a player’s skills – do not discriminate against anyone.
  • Do not promise a position on the team prior to try-outs
  • Work to place as many players as possible on state, regional, and national ODP teams.

 

Club Participation

Attend and participate in all SCS club functions – try-outs, meetings, community outreach, field maintenance, tournaments, fundraisers, etc – make sure the team also participates in these functions as well.

               

Treasurer Support

Coaches are paid by the 15th of every month. If the team fails to pay then the coach will not be paid. Players who fail to pay will be dealt with accordingly by the treasurer and backed by the coach. This may include benching the player, and even removal from the team in extreme cases.

 

License Requirements

All SCS coaches are to have the equivalent of an “E” license or above.  It is the expectation that all coaches are to be actively working toward the minimum of a “C”

     

license.  The DOC may grant an initial coaching position to an unlicensed coach with the expectation that they will attend and pass the next available “E” license course.

 

Coaches Meetings

Mandatory attendance is required at the Sun City Striker coaches meetings, usually held once a month (approx. 11/2 hrs.). The DOC runs these meetings to help improve development and the quality of the club. The DOC makes final decisions, but input from each coach is critical in this process.

 

Equipment

Each coach may be eligible for an equipment allowance. Coaches can order directly through the SCS, via the appropriate representative, and have the equipment purchased for them. They can also bring a receipt for equipment purchased for reimbursement.

 

The SCS has purchased training equipment. This equipment is available to all coaches, but must be signed for and returned in time for other coaches who may use it in training the following day.

                                                                                                                               

Team Managers

Meetings

Mandatory attendance is required at the Sun City Striker Managers Meetings (approx. 1 hr).  Each manager will be the team representative for any issue that requires a vote. They will then report back to the team families and coach regarding the program information.

 

Team Volunteer and Information Coordinator

  • Appoint a team treasurer, fundraiser, travel coordinator, and volunteer referee (take class as soon as given).
  • Organize team responsibilities such as first-aid kit, team tent, water, etc.
  • Communicate with the team treasurer regarding all financial records.
  • Communicate with travel coordinator about all out of town games and tournaments, if no travel coordinator, make travel arrangements and communicate back to players.
  • Communicate to players and families timely and accurate information about scheduled events such as practices, games, scrimmages, and tournaments.
  • Communicate with coaches or managers of other teams in your division to confirm game times, locations, and field directions and relay this information back to your coach, players, and travel coordinator.
  • Report game results to the appropriate league representative.
  • Complete tournament entry forms and submit with required entry fee by the deadline.
  • Be familiar with the rules and regulations of the tournament in which you are participating.
  • Handle team check-in prior to your first tournament game.

INJURED PLAYERS

If a player becomes injured or incurs some sort of an ailment in the middle of the season and cannot play for longer than 1 month, the player is required to pay ½ coaches fee until he/she is able to return.  This allows the players roster spot to be held.  If the player would like the full coaches fee waived, this must be approved by the coach.

 

If a returning player has a substantial injury or ailment before tryouts, there will not be a spot held on a team for that player.  When the player is able to return to playing, the player may try out in a supplemental tryout with no guarantee of a spot on the prior year’s team.

  

Miscellaneous

  • Know league rules, state policies and or RCL requirements that will pertain to Sun City Strikers, YYSA and WSYSA.
  • Assure that all team and individual registration deadlines are met.
  • Prepare and organize team player cards needed for all league play and tournaments.
  • Assure that the team roster is current and accurate at all times.
  • Maintain a file of all official documents (medical release forms, birth certificates, contracts, financial aid etc.).
  • Handle all activities related to equipping players with uniforms, warm-ups, and backpack/bags.
  • If a coach, or his/her assistant coach, cannot coach, it becomes the team manager’s responsibility.
  • Team Manager’s should sit on the sidelines with the team during league play.  During State Cup play, it is mandatory.

    • TRY-OUTS:  Try-outs are held after the State Championship Tournaments.  Typically, this happens in the 2nd or 3rd week of May.
    • PLAYERS SELECTION: 
      • Days 1-2:  Tryouts; evaluation and scoring.
      • Day 3:  Scores are compiled and computed by appointed person. 
      • Day 3:  Computed score sheets are sorted from highest to lowest for each age group.  This list will also include names and phone numbers and will be given to the DOC. 
      • Day 4:  DOC reviews scores of the player’s pool and in consultation and discussion with coaches of that age group forms the final rosters for each team.  
      • Day 5:  DOC meets with the YYSA president or committee representative to review the final teams prior to notification of players and coaches.  
      • Day 6:  Coaches are notified of final rosters by the DOC.
      • Tryout numbers are posted on the website.
      • DOC submits Roster to the YYSA Registrar to start the registration process.
      • PLAYER REGISTRATION:  Registration begins in the final

week of May.  Players must pay registration in full.  If financial aid

  • ·         Premier Soccer Club is based in Yakima, Washington, and is a non-profit premier soccer club that plays under the Yakima Youth Soccer Association Soccer (YYSA). 
  • ·         The Sun City Strikers Premier Soccer Club includes teams and players, ages U-11 through U-18. The Club is committed to player development and the highest levels of training and competition for players committed to advancing their skills and love of soccer. Many area high school and college teams include current and former Sun City Strikers Premier Soccer Club players. The Sun City Strikers have produced players who compete in the state, regional and national Olympic Development Program and in NCAA Division I, II, and III collegiate soccer programs.
